What is SiNCP?
SiNCP (Slovenian National Contact Point for eHealth) is the national contact point for eHealth that supports the cross-border exchange of patients’ health data. The exchange of data takes place via the eHealth Digital Service Infrastructure (eHDSI or eHealth DSI), which allows healthcare professionals to access the essential patient health data in a secure and simple way during medical treatment or to dispense medicines in pharmacies, when a patient is receiving healthcare services or medication outside their home country.

Cross-border health data exchange is enabled through a network of secure communication hubs – National Contact Points for eHealth (NCPeH), which are managed by EU member states. Each EU member state manages one or more National Contact Points for eHealth and is responsible for handling personal data within its territory. Slovenia’s National Contact Point for eHealth is called SiNCP. It is managed by the National Institute of Public Health (NIJZ), which also acts as the personal data controller in the context of cross-border exchange.

How does cross-border exchange of patient data work?
Through SiNCP, the exchange of ePrescriptions and Patient Summaries between Slovenia and certain EU member states is enabled.

  • An exchange of ePrescriptions and Patient Summaries with Croatia is being prepared. Once the exchange is available, this page will be updated.

We are planning to expand the exchange to more EU member states, so the list of countries will be updated regularly.

If you are a Slovenian citizen and are currently abroad, you must give permission to transfer your data before using cross-border exchange services in another country. This can be done via the zVEM patient portal by selecting “Create a new form” under the “Documents” section and then choosing “Consent for Data Processing Abroad.”

Medication obtained abroad using an ePrescription must be paid for at the time of purchase. You can later submit a reimbursement claim to the Health Insurance Institute of Slovenia (ZZZS).

If you are a citizen of another EU member state and are in Slovenia, please check the details on the contact point website of your home country. Slovenian doctors may have access to your Patient Summary from another EU country if the following conditions are met:

  • Your home country is on the list of countries with which Slovenia enables the exchange of Patient Summaries, and
  • You have given consent for cross-border data exchange in your home country.
